Basement Renovation Costs in Metro Vancouver – 2025 Guide

Labour and material rates for basement renovations are broadly consistent across Metro Vancouver. What varies between municipalities is not the price per square foot but the work your particular property and city require on top of it – and that is where most basement budgets go wrong.

Basement renovations come in two types: a complete fit-out of a cold shell space to make it habitable, or a remodel of an existing habitable space. Remodeling means changing the layout of an existing space, either by adding new partition walls or opening it up by removing existing ones.

Is a Basement Renovation Worth It?

A basement is usually the least expensive way to add living space to a home – considerably cheaper than a home addition. It is worth knowing though that for appraisal purposes, above-ground square footage such as an addition is valued more highly than finished below-grade space.

Even so, a well-planned basement renovation can be recouped at sale, and can lift a home’s selling price by up to 12.5% according to a survey by Royal LePage Canada. A legal secondary suite adds rental income on top of that.

Costs depend on the scope of work and the materials and products selected. Not all square feet are created equal, and these figures are a guide rather than a quote. Building permit and energy upgrade requirements add cost on top.

What Actually Drives Cost in Your Municipality

Because base rates are consistent across the region, the real differences come from site conditions and local rules. These are the cost drivers we most often see in each municipality:

  • Richmond – flood construction levels, a high water table and soft alluvial soil make drainage, perimeter waterproofing and sump capacity essential rather than optional.
  • North Vancouver and West Vancouver – sloped lots bring stepped foundations, daylight basements, retaining structures and geotechnical reports into scope.
  • New Westminster – the region’s oldest housing stock means knob-and-tube wiring, undersized electrical services and original plumbing are frequently found once walls are opened.
  • Coquitlam – older homes often need bedroom windows enlarged to meet egress minimums before a suite will pass inspection.
  • Surrey – every secondary suite must be registered, with a $1,000 fee billed for unregistered suites, while suite-ready homes may already have the electrical panel installed.
  • Burnaby – some projects now require a Development Permit before a Building Permit, which affects sequencing and timeline.
  • Port Coquitlam, Port Moody and Pitt Meadows – floodplain covenants, heritage considerations and development permit areas can add process and cost depending on the property.
